• Despite efforts to enact laws to resolve non-regular worker issues and convert non-regular workers to regular workers, the wages and social security levels of non-regular workers are still poor compared to regular workers.

 

• Using the KLIPS(Korean Labor & Income Panel Study), we examine the status of conversion of non-regular workers to regular workers from 2009 to 2022.

- The conversion rates of non-regular workers to regular workers after 1 year, 2 years, and 3 years are all declining, and the magnitude of the decline has decreased recently.

- At the beginning of 2010, the conversion rate of non-regular workers was the highest for regular workers, and the differences in conversion rates by type of non-regular worker were in this order: fixed-term workers, atypical workers, and part-time workers. More recently, however, there is little difference in conversion rates by type.

- Men have a higher conversion rate into full-time employment than women, and by age, the conversion rate is higher in this order: those in their 20s and 30s, those in their 40s and 50s, and those in their 60s and over. However, among them, those in their 20s and 30s have the largest decline in conversion rates.

- The wage increase when moving from non-regular to regular employment is relatively higher than when maintaining regular or non-regular employment, but still lower than the average wage of a regular employee.

- In the case of retaining non-regular employment, the standard wage is low and the absolute wage increase is also low, and the wage gap continues to widen.

- The proportion of the regular worker conversion type is relatively higher in the manufacturing industry, and the proportion of health and social welfare projects is increasing compared to the past, while the non-regular worker fixed type has an increasing proportion in entertainment, culture and sports-related businesses.

- Therefore, in order to reduce the actual wage and social security gap, it is necessary to design various policies that take into account demographic characteristics, industries and occupations, as well as the conversion of non-regular workers into regular workers.
