• The current status of industrial accidents by business type was examined using the Korea Labor Institute's Workplace Panel Survey (WPS), which can identify the characteristics of various businesses that may have an impact on the occurrence of industrial accidents.

- In-depth data covering the characteristics of various businesses that affect the occurrence of industrial accidents, namely, industry and size, as well as the current state of the workforce of the business, working hours, labor union, personnel management practices, and occupational safety and health practices is difficult to find other than from WPS.

 

• The industrial accident rate itself is declining.

- According to the WPS sample analysis, the average occupational accident rate from 2005 to 2017 is on the declining trend, which trend is same as the national statistical analysis of the occupational accident rate estimated from the total survey data.

 

• It was found that the industrial accident rate gap was not small depending on the specific characteristics of the business, such as industry, size, and type of occupation.

- The industrial accident rate was relatively high in the metal/automobile/transport equipment manufacturing and chemical industries that deal with heavy goods or chemical products.

- It is found that the smaller the business size, the higher the industrial accident rate is, which result is the same as the one from the national statistics data.

- The average occupational accident rate was high for businesses whose main jobs were in production, simple labor, and general services, and the industrial accident rate was relatively low for businesses with sales, professional services, and clerical jobs as main occupations.

 

• A high proportion of male workers, an aging population, long working hours, no safety training, and an increase in the proportion of non-regular workers in large enterprises were correlated with the occurrence of industrial accidents, but this was not the case with the union organization rate.

- The higher the ratio of male workers, the higher the ratio of older workers, the longer the working hours per week, the less the occupational safety and health education, and the higher the ratio of non-regular workers in large-scale enterprises, the occupational accident rate was found to be higher in general.

 

• Based on the factors confirmed to be related to the occurrence of industrial accidents according to the statistical analysis, long-term and short-term measures to reduce the incidence of industrial accidents are as follows:

- In the short term, strengthening occupational safety and health education is expected to lower the accident rate, and in the mid to long term, reduction of working hours may be a useful measure.

- In order to cope with the unavoidable aging trend, technical support such as automation should be provided for the simple and repetitive tasks with risk.

- It is judged that institutional reform is also necessary to enable more intensive investment and support for resources for the prevention of industrial accidents in small businesses, businesses with many production or simple jobs and manufacturing businesses, which are vulnerable sectors to industrial accidents.
