Summary

■ The University of Portsmouth applies different wage systems to various occupations such as research, administrative, and support positions, resulting in frequent wage gaps within the same occupation. This caused organizational members to perceive the unfairness of the compensation system, and as a result, their organizational commitment and work motivation decreased.

■ This problem of wage structure was not unique to the University of Portsmouth, but appeared in most higher education institutions in the UK at the time, and began to be recognized as a social problem. In response, UK higher education labor unions and employers’ organizations agreed to introduce the National Framework Agreement (NFA) to improve the wage system and work environment of employees.

■ All institutions participating in the agreement committed to follow the NFA guidelines by August 2006, and the University of Portsmouth also began improving its wage system from August 2005.
