  • SUMMARY

    There is a strong social perception in Korea that wage increase in the public sector is unilaterally determined by the government as a part of its budgeting process. This was partly the reason why there was little public discourse on wage determination mechanism in the public sector and scant experience in trying out other options, although there have been some exceptions at different points in time. But in other countries it is not infrequent to see different mechanisms of wage determination put to work in the public sector depending on the economic situation, political judgement and the degree of friendliness in labor-management relations. It is against this backdrop that this study reviews public wage determination mechanism in other countries, from its historic origin to changes over time and the present-day version.
