A Study on the Assistance Plan for Workers Affected by Free Trade Agreement
  • SUMMARY
    The free trade agreement and market liberalization are promoted with an aim to expand the national economy, boost the falling potential growth rate, gain a competitive edge in the global economic environment, and improve industrial competitiveness. However, when a market is opened when the products or services of a partner nation are more competitive, increasingly intense competition compels companies of the less competitive nation to either find a new market to continue business or lose out from the market. This study is significant in that it supports setting up social safety nets to facilitate income preservation, job changes, or job search for workers who suffered during the market liberalization process.

    Starting with ASEAN nations, Korea is in the process of seeking free trade agreements with large economies like Europe and the United States. Free trade agreements with Japan or China, whose industries are in direct competition with the ones in Korea, are expected to bring Korea a number of benefits. At the same time, however, some Korean industries may stand to suffer greater losses than when an FTA were concluded with a nation that had an industrial structure more complementary to Korea. Under such circumstances, it is crucial to carry out negotiations that could minimize the negative impacts of the FTA, but it is also imperative to build social safety nets for companies and workers that are adversely affected by the agreement.

    In that respect, this study first reviews the United States’ Trade Adjustment Assistance (TAA) and the European Structural Fund and then suggests the ways to set up programs for FTA-affected workers under the Korean TAA laws currently in legislation and strengthen the functions of employment assistance centers as infrastructure facilitating the implementation of such programs. Finally, the study proposes additional assistance plans for follow-up measures in case the trade adjustment turns out to be quite damaging.
